In what country games are least played?

I think games are least played in some african country because there is weak internet, there are some countries where no one play games, it's Greenland, North Korea, Syria, Iran, Sudan, South Sudan, and Cuba, there are no games due to restriction, i already imagine Kim Jong-un using steam

Actually games are played in Greenland but that island only has a population of 55,000 people and the infrastructure is bad in many places. That limits things.
