Can I give my friends an steam points?

Give them points awards on posts, reviews, screenshots, etc. That'll give them 1/3 of the points that the award costs.

No other way.

Points cannot be wholly transferred but as said above, you can award the user(s) and they will receive a cut of the points given.

Not in a legitimate transaction sorta way, only by spamming awards on their comments or profile.
