Things is -- yes, keys do not depend on the Steam store. However, the game has been taken off the market by the publisher, so NO legitimate store has them. Only shady stores do...
Not really true.
AMAZON still sells the retail pc version that activates on Steam.
Retail copies dont become "shady" because the digital Steam license ran out.
All copies that have been produced before that and are still in circulation are totally legal to sell/buy in major stores.

while also any game can be downloaded and played via steam cd-key, do note some online multiplayer games if discontinued by the developer, you will NOT be able to play them if their servers no longer exist, so take this into account and do some research in case you buy a multiplayer game as such
if it's a standalone single player game, you'll not have much to worry about a server not existing
