Fallout 3 won't start when I hit play
I am new to pc and decided to buy Fallout 3 and give it a try(haven't player a fallout game before) but when I try and start the game up I get as far as the Play tab, but when I click play nothing happens. No idea what I'm doing wrong.

That's because you most likely have windows 10 if your new to gaming(also I saw what you said about your specs).

Fallout 3 isn't supported on any other windows except for 7. But you can change compatibility within the settings if I remember right.

Plus the fallout games are good and if you have the time and or wanting to get into that type of genre I would say also looking into the METRO games and the stalker titles too. All three of those counting fallout are classic's.

Fallout 3 was made, and optimize for Vista, and XP. Windows 7 didn't come out until a whole year later. And people had to do work around for Windows 7 as they also have for 8, and 10.
