If you're using it on games that aren't vac protected, there's no problem at all.
Vac generally is on multiplayer games. Not on single player ones, however check the game forums for games which are 'single player' but with an added online component such as leaderboards.
VAC bans based on detection of known cheats - similar to how antivirus software detects virus signatures.
Playing on a VAC secure server with cheats = VAC ban.
3rd party anti-cheat might ban you, but depends on the game.
Leaving it open causes a VAC error.
Valve added Cheat Engine as the list for VAC errors, assuming you're not using it on any VAC enabled game.....

Don't use CC unless it's a singlepayer-only game or otherwise you're in singleplayer mode in a non protected game. Do not ever use something like that for multiplayer or a game with an anti-cheat.
Actually games like Factorio you can use it to only speed up the game (singleplayer), as to play it faster at a pace you can still enjoy, instead of being too slow for some individuals.
Besides, if it's single player only or just in singleplayer, why care if they're cheating or not? As it wont affect other players.
That said if you use any cheating tools you always run the risk of being banned because many cheat tools are poorly written and may trigger VAC in other games because of it
