Is there any chance to buy game which I already have in inventory but this time I would like to give it away as a gift? I can`t find an option to add this game to the basket... ;/

Go to the store page of the game, there will be a "Add to cart" button even if you own the game, click it and there will be a option to purchase the game for a friend.

yes and the guy who you are gifting it to must be in a near region,otherwise the game will stay with you until you cancel it

Also, if its a game that is price tailored to your account because you already own other games by the publisher or its a bundle, those you cant gift in any form, sorry.

Thank you guys!!! I have just figured out that the game which I would like to gift (Catan Universe) is free on Steam... but in game there are coins required (which you can buy from Steam) to unblock some options... Anyway is there any option to buy a gift as money(?)

Yes, you can send your friend a " Steam Digital Gift Card".
The money will be added to his Steam Wallet.

Steam Digital Gift Cards can only be bought with outside payment methods, no Steam Wallet sadly.
Otherwise you could move money from one Steam account to another, something Steam is not allowed to do because of international money laundering laws .
