Elaborate. You say free weekends but you also say games you don't own.
For the latter, to prevent piracy.
You might have slow internet and heard l4d2 goes f2p sometimes.But it has not done so since you got steam.Alot of the f2p time will be burnt downloading the game

You can buy the game, use a USB drive and download the game from your friends internet/neighbor.
L4d2 comes to mind because i dont play it during f2p weekends
It's like asking "why can't I enter the cinema without a ticket? I need to buy popcorn and stuff and the queue is long". That inconvenience has nothing to do with the cinema. : x
So, no, you cannot download games you do not pay for or have the legal right to download.
If it's your internet, fix your internet or make arrangements, reminders to yourself to download early, or just.. you know: live with crap internet holding you back.
This isn't on Steam or any other provider to give you basically a game for free without you *absolutely and totally proving to them with the use of payment up front* that you will buy it.
Your internet being slow, once more, is not their problem to fix, that's your problem to deal with or improve. I understand that it can be frustrating, but... you know you don't HAVE to download every game you buy immediately, right?
You can buy games and then at a slow point in Steam's day or week, or at a decent location for you to connect to on your end with better service, you can download them at your leisure. It's not a race.
Entire reply section is just "♥♥♥♥ off peasant" if they were blunt.
You also miss the point of a free weekend when your solution is to buy the game. They are so that you can test them BEFORE you buy, Jesus.
It is not about l4d2, it is about free weekend.
Piracy already exists and so that argument is moronic. Wouldn't be very useful anyway since it may be faster to download a repack, decrompress it and treat that like a free weekend.
Valve could offer compressed installations or pre-loading days or weeks before planned free weekends. Former is not a good solution but still better than regular.
Even better if you combine the two.
"Not on Valve" yeah, nothing is. Stick your "nothing should be improved" attitude up yours.

Valve may do it in 20 years, so I replied more for fun. Replies were useless and funny.
An actual, violent solution is to either overthrow your government with a plan of improving infrastructure OR Valve and demand change.
Valve can not give away game downloads without consent (transaction) between all parties.
Compression does not require any consent.
The type that slow-internet people get illegally. Proper compression. Optional downloading could also be introduced.
I don't need anything but English and I imagine it goes for everyone else(one language) This may already be in the background, but then they should be transparent about it.
I probably won't reply again, editing again to make it clear. Poking some fun at non-solutions and offering real but not great solution too :)
It is not going to change with Valve without a big movement if even that. They will have to hope Valve cares about low-internet places beyond regional pricing. Maybe they do? But it will not change soon I bet.
What requires consent IS the game files. Compression is irrelevant.
