These avatars are not worth the money, there are only a few. You can be sure that you meet people with the same avatars all few threads

I love a lot of the animated avatars, none are quite me though, I appreciate the option to upload your own image but is there any possibility to upload your own animated avata from a gif, avi, mpg, mp4 etc?

No. Valve only wants them to be obtainable on the points shop.
