Steam Desktop Favorites in Friends List keeps reverting
Every time I drag a friend's portrait into the 32 Favorites in the top left, it gets reverted the next time I log in. Pretty sure its reverting to what it was on Day One of the new Friends List. Been happening for months. How do I resolve?

Desktop is not related to Steam friends&Chat well at guess anyway.
I have my favourite friends at the top and they never move , so how you're doing it may hold key. I open Friends and chat drag a friend up top the top then when I am quitting I close friends and Chat first.
then exit Steam uisng the taskbar bootloader>r/click it and exit. then shutdown PC.
Always in that order. if you dont close Friends and chat then exit Steam settings are not saved.
try it in that order.
