Apologies for how this may read, I am simply frustrated, confused and agitated. There's an online game sale going on I don't want to miss if possible, and I have genuinely tried everything I can from my end.

That aside, are you physically logging in from the new country?
Do you have a payment method with a billing address tied to it from the country?
And yes, I am in the new country. Physically. Sitting here. No question about it. No VPN's or whatever either.
And no, I had to add in Steam Wallet funds via a vendor from amazon(recommended in Steam's FAQS so verified) which worked fine.
So I am trying to pay via Steam wallet and update my billing info as Steam asks, which could not be more accurate considering where I am copying it from(to reiterate: literal card and electric bills).
I am just trying to get Steam's attention at this point. Have a support ticket with them, and just opened a support ticket with the company whose product I am trying to get. This is nuts.
