I just bought the game The Long Dark. steam took the money from my account, but it still doesn't appear in my game library.

Was your transaction successful? What does Steam say?
If it is pending, then Valve hasn't received the money from your payment processor yet.
Your payment processor took the money from your account, not Steam.

Probably due to a poor interface.

On the right side of "Games and Software" click on the ultra small play icon so that it shows all games instead of installed games.

As it wont be installed it will be greyed out hard to see.
Try using the Game Search at the top of our games list.

Yup, except my own Profile Avatar is Greyed out just as well as the Games,
so it's hard to make the difference... oO

Btw, why does re-locating Games, result into Game Re-Downloading,
when their clearly already fully Installed?

It makes 100 GB Downloads awfully un-likable to have around...
