Check your inventory for the already existing cards.
Yeah, you need to actually own the game in order to get card drops.
Talking about regular game (not F2P) gained through cdkey (retail).
It shows "No card drops remaining" even tho i didnt get any yet.

No this is an ongoing issue since yesterday due to Steam Tuesday maintenance. Check this thread for more info.

The funny thing, this glitch is very selective. I've bought both Divinity: Original Sin games at the same time. The second one has available card drops while the first only has drops on the classic version. Weird stuff. :)
Edit: I have already tried adding a free game to my library to refresh drops, it didn't work. I also tried removing one of the afflicted games from the library and adding it back again, that didn't work either.
Yes, it seems like 90% of games don't have card drops for now due to this bug. And adding a free license didn't work. I have tried many free licenses but the situation is still the same.
