Can't send gift to new added friends
Hi,
I still can gift a game to my old friends on steam friend list properly, but can't do it with new added friends.
This is new steam policy? It's so annoying ~.~!

There is no new policy about new friends and gifting games, no.

This is a gifting flag on your account when using the Steam wallet as a payment method.

Contact support. Only support can look into the gifting flag. Support times are long right now for Purchase & Billing... https://store.steampowered.com/stats/support

Or pay for the gift using an external payment method like a credit card, Paypal or whatever.

How new? You gotta have them as contacts for at least 3 days.

That is only for digital gift cards.
