I can't use chat in tf2 after obtain premium account

I have buy 5,50€ of stuff in tf2 shop yesterday, a message told me i got the premium account (i was free-player). I've also spend 12€ in steam shop so i don't have anymore in limited account of steam. The problem is i still can't use any chat in online game. WHY ?

The TF2 non-premium account restriction is not the same as the Steam limited account restriction.

It's ok for me, you have to spend at least 5€ in mann.co shop (weapons, starter pack, taunt).

I was gifted the premium version of TF2, and I have certain items to confirm it. Can't use the chat in-game. It's annoying the hell out of me.
