Besides, sharing Steam accounts is forbidden. It's not like you'd get persecuted, but should ANYTHING go wrong (the VAC forum is full with "my brother/cousin/cat cheated so my account is falsely banned"-stories surely not all of them being lies despite all of them screaming entitlement), you'd get exactly 0 support to rectify the situation as your account is your responsibility.
For same reasons, you should give your brother an own non-administrative "laptop account" as well.
One, your account should not be used by anyone else except you. If you are wanting to share your games with your brother, have your brother get an account of his own and make use of Steam's family sharing so that he can make use of your game library.
Two, your library cannot be used to play more than one game at a time. If your brother is playing CSGO on a laptop, he'll be kicked out of the game when you open your library and run gta 5.
Lastly, CSGO is free to play. There is no reason for your brother to borrow it from your library. He can play it for free on his own account.
