Steam sends notifications yes, but if he/she wanted to recover anything, it would be through email. I've sent a message back through the notifications and it was ignored, but email works just fine.
As a reminder games can't be transferred, they're permanently bound for life to the account.

Since you confirm you family share the games which you got confuse on, now you know what going on.
That means it was being shared to you from someone else.
Whenever you go logging in or contacting someone,
NEVER use any given link or button etc.
Legitimate things can be found on your own.
Scammers need you to stay on their path.
Why three acconts?
Maybe they wanted different games on them. Maybe they wanted to be able to trade things away from an account. Maybe they forgot the email they used and accidentally started one. Maybe they want to dodge a ban somewhere.
People can have as many accounts as they want.
