for the 2nd,i keep doing it AND they get banned,but they keep coming with brand new [private profile or level 0] accounts.

Keep reporting them and also report the previous accounts in every new report on each new account.

That doesn't mean its bought, it just means that it hasn't been used in a while.

but ain't it's weird that they got no history past this year? shady to me reported them in profile and also to the support [for further investigation]
and that inactivity being 15 years? what? did the owner literally FORGOT about the account for 15 YEARS?

Not really, could have very easily have made the account because 1 game required it and then forgot about it and came back to it later.

Or forgotten they had it and recently reclaimed it.

I mean if someone wanted to sell an account it makes no sense they'd sit on it and do nothing for 16 years with it...

You'd be surprised how often people forget they have multiple accounts. We see posts on it all the time with people claiming their games disapeared but they actually logged into an old account they had set up on the same email and forgot they even had.

My 2nd old account is 16 years old, last logged in 4000 days ago. if i log into it now am i shady?

that explains but well they had really bad acts towards me (bullying,stalking and so) bit of bad history,and they act like kids,so thats why i thought account might be bought.
oh,reported about the bullying too + got in-touch with support as of now.

Then report them for their bullying, don't report them for something that may or may not be trou because you could only guess at it.

Of them bullying me? I have their profile descriptions DIRECTLY targeted towards me and calling me a pedophile without any proof. And forum posts about their trolling and bullying too,and I already contacted support.

I've pointed out in other threads that Steam wasn't always an online marketplace. For the longest time it was just what GameSpy was, or what GameRanger is today, which is a piece of software that exposed older/LAN-only games to internet-based multiplayer matchmaking. Not devaluing OP's sense of being wronged, but that victim mentality is a wacky thing these days... and to play amateur detective myself I'm going to point out that this was not the first or even second justification for the report. A decade ago already, some guy and a few of his friends broke into a WoW player's home in real life and beat the living daylights out of the victim, whose act of "bullying" had amounted to PvP killing a character played by somebody's wife who apparently didn't know she was on a PvP server and running around in enemy territory. Playing the game as it was intended is not bullying or stalking. I'd put trying to get their account banned or even reviewed by platform moderators in the same bucket as hunting a victim down by stalking them across gaming forums to their Facebook account and eventually their RL home address.

This popped up in the thread around the time I posted everything above the quoted bit. I guess I would count that as bullying. Definitely not "stalking" though. Maybe inciting others to stalk, if their in-profile remarks prompted abusive messages from other users than themself. I realized inciting stalking is in fact stalking too.

about that bullying part,they somehow [?] found me from outta nowhere [probably from an online game] and directly began spitting nosense stuff towards me such as pedophile and so,they got banned meanwhile,but they keep coming and stalking me with new accounts, and i am reporting them one by one to support and the moderators ;)
