Edit: It shot to 350MB, but dropped back to 280MB afterwards. Since the new library it averages around 300MB for me. Before it was 200-225MB, I reckon.
But in general, windows xp + steam + playing a game
that is steam now.

Double click Steam and memory goes from 1.8 to 2.3 FACT
The RAM usage varies, likely because of usage of Steam. Whether your Steam opens on the store or the library already makes a difference. Whether you use community tabs, workshop tabs and such in the client, lets the RAM usage grow.
I only use the library in the client, with all the settings toned down. That's likely why my RAM usage of Steam is lower than others.
Mine is not as low as yours. And gets to +500 easily.
Anyway, i expect 350 from most clients. So the saving is not that much.
4gb of system ram i would not suggest
