If you physically move to the new location, you must first make a purchase with a billing method tied to the new location in order to change your country setting.

But trying to do shady things will only make things worse as Valve can lock your account if they feel you are doing something wrong.
And what about point 3A of rules of Steam? There is written that using programs that change proxy is forbidden but I'll legally move between two countries. Can they ban my accounts because of very fast moving between two countries? (How to prove that I'm moving, not using any proxy-changing app?)
If you are bouncing between countries frequently you still have only one residence(say you fly in to Germany for work 5 days a week, and return home to say the UK which is your actual home and is the store region you should use even when in Germany).
There is no problem with buying with your home region while in a different country, and nothing against being in a different place every few weeks (whether for work, etc) or even semi-permanently (military on deployment, software contractor on a contract, etc).

Basically suggesting the same thing, pick one country and stick with that, although you would be allowed to change it to wherever you currently are IF you have an appropriate local payment method.
Having accounts in multiple countries is common for people who do business in multiple countries.
For myself, I try not to switch around too much with my payment currencies, but I can't gift my friends in other countries games if I use certain currencies to buy the game, so I might switch to purchase those temporarily. I haven't had any warnings or issues about this being a bad thing though.
