Report a translation problem
1.) Some of the post by your friends such as screenshots, artwork and such can have a setting to disable comment but judging from your situation, I think this one is least-likely the reason.
2.) You may have been banned from using some of community features such as commenting. Far as my knowledge goes, the steam should both notify and display to you that you're in a status of being community ban and cannot use any of their features.
If it's neither of those 2 reasons above, you may try ask about the issue to Steam Support.
Once again, I can't think of the solution other than try ask for the issue to Steam Support.

Apple just doesn't care to approve certain QOL updates Valve tries to do. It has always been this way for iOS users.
