mods are a different story, but if you got them in the workshop they will install automatically when you download the game.
+ downloaded Steam to the new notebook
+ copied the whole ...Steam/steamapps folder from the old notebook to the new one
+ i also copied files in the folder c:\...\user\username\mygames from the old one to the new one
+ had to download a few files from Microsoft due to the change from Win7 to Win10
+ restarted the new notebook and could then continue playing my games
btw. the Steam folder was on C: on the old notebook and is now on D: on the new one, so moving games from a folder on different drives/locations shouldn't be a problem either.
