New computer lost all my saves and mods!!!

Recently purchased a new computer have a couple of games on steam (Farm Sim 19 ) and had to have the old computer files (pics and music)moved to new computer. long story short when removing old computer files, the game files in the user folder were also moved to the d drive. we moved them back to the same file location on the C drive , and now the steam games cant find the saved files or mod files and want us to start over.
none of the C:/program x86 files were moved just the files under the C: /users not sure how to get steam to see them or even if i needed them to begin with??
fyi this is on my dads computer windows 10. i tried to quick assist him to get it fixed could not figure it out

edit:
mods are a different story, but if you got them in the workshop they will install automatically when you download the game.

Well, not sure if it helps, but here's how i moved my Steam games from an old notebook with Win7 to a new one with Win10...
+ downloaded Steam to the new notebook
+ copied the whole ...Steam/steamapps folder from the old notebook to the new one
+ i also copied files in the folder c:\...\user\username\mygames from the old one to the new one
+ had to download a few files from Microsoft due to the change from Win7 to Win10
+ restarted the new notebook and could then continue playing my games
btw. the Steam folder was on C: on the old notebook and is now on D: on the new one, so moving games from a folder on different drives/locations shouldn't be a problem either.
