Report a translation problem
It has been like that for about 2 days.
It works over here. Maybe you are just unlucky enough to update your client when the Steam server is down. It has happened before to me, but I eventually get to upload when the server starts working again. GL to you!
- Ensure your client up to date, ensure you didn't do anything to Steam files, or restrict it file, and permission access.
- Ensure you're not blcoking anything, such as VPN/Proxy, Firewall, or etc...
- Ensure you didn't get any community content ban, if you did get any, you would get an alert on Steam yellow banner, and email, showing what you're getting ban for, and how long the ban will before it lift. If don't have it, and closed the yellow banner alert, then only option to check is asking Steam support. Steam help > My account > Data related to my account, and scroll to the bottom, and click on contact support.
If you did something to the client files, and broke something, then may need fix it by repairing, or reinstalling.
If using a VPN/Proxy, or firewall that blocking access point to send to, then that would stop it from uploading it to their server.
If got screenshots, display image, artwork, or community content ban, then this can results a temp ban which stops you from uploading content, doesn't stop you from posting on the forum, just can't upload things.
I get this when I actually attempt to upload the screenshots. Two different ways. First if I go to my library. Highlight the game I've taken screenshots in. I will see the screenshots collected over the past few days. From there I can click on the image and select share. This will open the upload window where I can select to make it public or private and add a note. When ready I click upload. This will start the upload then the message I noted above pops up. The second way is to start from my profile. Go to my screenshots and manage my screenshots. From here a small window will appear displaying all of the screens I have not uploaded yet. I can select 1 and follow the same steps to make it private or public and upload. I get the same message from both independent ways.
I did not receive any content ban notifications. Don't believe this is the cause but nice thought.
If the problem persists, there is always an option to make a support ticket, but I cannot guarantee they can help.

Artwork uploads limit has always been 8MB, but that not the issue OP was having.
P.S. I don't believe that in 10 minutes after deletion and before uploading the servers just went down.
Edit: I tried to upload screenshot from another game and it worked. So this is definitely because I removed my screenshots. I guess I just have to wait it out.
