Wait as long as the retail game supports steamworks.
for example you cant buy a retail version of crysis 2 because it will activate to origin.
for example borderlands 2 retail supports steamworks, always turn the box around if you see the ToS and steam logo it will activate to steam.
for example, rare occasions developers turn old retail games into steamworks like prey 2006. so prey 2006 can activate on steam.

Valve no longer takes down store pages when "retired" by their publishers, but instead adds a disclaimer and hides them from search.
Perhaps Skyrim is still for sale despite never having any sale prices anymore due to its usefulness for mods, as old version Skyrim mods can't always be easily ported to Special Edition.
