Reinstalling Steam
So I used the provided Steam uninstaller but it left a "C:\Program Files (x86)\Steam\userdata\864304486\ugcmsgcache" folder and I can't delete it due to a "0x80070091: The directory is not empty" error. And the installer can't install because the base folder is not empty. Thing is, the folder IS empty, and even then a folder being full hasn't stopped Windows from deleting it. I've tried changing admin access, the cmd, and renaming Steam. Nothing's worked.

Maybe try rebooting in safe mode and running the uninstaller again.

Dont Delete anything right now. Wait until we have word from steam before uninstalling or deleting anything. Their store is partially down and some servers are down right now.

Sounds like he already mostly uninstalled steam. I would go ahead and do what it takes to reinstall it, regardless of the widespread library issues steam has going on right now.

I wouldnt touch anything right now. This problem is starting to sound worse and worse. Steam might have made itself vunerable with the last update.

delete steam and request refund on all played games you've lost.
