2. So many because there's one INSTANCE (not version, they're all the same version) per browser tab with Steam running at least 3 of them by default. As for what it does, is renders web sites.
3. "Steam client bootstrapper" is the full program name of the file Steam.exe
The Steam app isnt shown as Steam.exe because Steam.exe has a "Call me Steam boitstrapper" header fueld set.
My Windows Firewall was set correctly already.
What I had to do to solve it was log into my network router, and set 2 different port forwarding rules for
Port 3074 (UDP & TCP)
Port 80 (TCP)
After setting those 2 port forwarding rules in my network router, the problems with that stopped.
