Report a translation problem
As far as I interpret it, it doesn't look like Steam has yet provided infrastructure to pick between ALL avatars as part of the new library, which is why pages like https://steamcommunity.com/games/TF2/Avatar/List may only be accessable by searching online. If you find yourself knowing what to substitute already, you could probably replace "TF2" for your own game of choice. Otherwise consider digging for a similar page to find the avatar that you want.
If any regulars (or mods if they have the time) know the current story behind whether it is actually currently possible to access these pages without a direct link like the one above somehow then feel free to chime in or pass this forward because it should probably be made more intuitive than it is right now.
I know you cannot get back avatars you have changed (there used to be a list of random avatars on rotation, that changed occasionally), but you always had a list of avatars for most of your games.. Some of those are now missing

can be adapted to any game by using the steamappid instead of an acronym, like so

although it seems that in the cases where the game already has an acronym, it wont quite work like that.
i will look into it to see if there is a reliable way to do it, i figure i'll find it in the edit profile screen
