I don't see any bans in the past 2 years coming from Steam moderators. The majority of them are from individual game hub moderators with a few from Steam support.

It seriously was made by Croteam, the developer behind Serious Sam and Talos Principle.
It's just a philosophical tidbit.
Talos Principle is full of such stuff. Including scannable QR codes.

That user was ranting and throwing insults against Steam just like this one and i DARED to write he should use his brain to grasp how refunds work before starting insulting.
Apparently that was worthy of a 3 day ban.

I dont really care, its 5 years ago. But the moderation is still very inconsistent on the forums.
