What If I give my other account to someone?

Since I can't send gift games to a friend from different region because of valve's policy,,
what if I makes another new account, buy more games, and then give it up to a friend with my new account's name and password so that they can play that games that I bought before?
And that account that I gave him will be permanently belong to him? is it okay?

I give it to him on purpose and I add "Legal games" into that account library..

And after that, he can use that account, maybe buy more games and use it as his 2nd account..
Maybe one thing that he has to do is changing region location and that's it...

I mean, I'm not doing fraud or give him illegal copies of games?

Did you not read what 999999 put above? Its not allowed under ANY circumstance

Valve is not responsible for the use of your account by a person who fraudulently use your login and password without your permission.

And I won't do it or sell it for money? I know selling account to people with money is illegal act and violates valve's policy

accounts are not allowed to have transfers of ownership under ANY circumstances, you make it you keep it

you are looking for a way to bypass the region locking. You are NOT allowed to bypass any kind of locks or filters. Stop asking

Even if you would do it that way, it could be depended on the region you & your friend live, that games may be region locked and could only be played in the region the account was created/games where bought.
