is there a way I can transfer my steam balance to another account?
So I created another steam account and bought CSGO.(gifted it from my MAIN to my 2nd).
To add friends and start leveling up you need to spent 5$ on the steam store. (I have 12$ but in my main not my 2nd)
Is there a way I can give the money to my other account?
I never seen something like this so I guess no.

It's not possible to directly transfer money, but you can sell something in the market with your new account like a crate for 12$ and you buy it with the other account.

On paper, yeah. Minus the 15% that's taken between. Meaning $12 USD crate would basically 'transfer' $10.2 USD.

However, when the other account is limited, there's no Market to use.

You will end up paying extra $1-$2 just to transfer.

Note you don't have to actually spend the $5 dollars on the account. You have to spend the $5 via being logged into the account, but you can use it to buy a game gift and send that to your main account.

Next time though just buy CS:GO on your new account it's never on sale enough to drop it below the $5 anymore so you will meet all the requirements that way instead.

Even if you could, it wouldn't make the account unlimited. The source for the $5 needs to be external. Wallet card, paypal, credit card, direct debit, paysafecard, etc, anything that proves you spent (or stole) money in the real world.

Yup, just buy the next game you want as a gift to your main.
