Paypal £5 offer not working?

Wondering if the £5 off £20 spend offer in the uk has now expired?
As I am getting

The Offer shall not be available if the aggregate monetary amount credited to customers reaches GBP 24,000.00

Germany doesnt get them anymore aswell. ♥♥♥♥♥♥ move imo. Way to trick people big time. I'd make more air to my anger regarding that, but i know Valve and Paypal dont give 2 ♥♥♥♥♥.
Oh what?! So the store was unusable due to high volume of users, and in less that 24 hours they stop the offer?! That sucks, so people that work or could not access the store due to crappy steam servers can go ***k themselves I guess. Lol, I'm gonna refund the games, change my payment options to card or something non-paypal and buy them again.

I dont get paid untill 15th, my brother gave me 50€ to use today, thats why i missed out on the offer. I'd do the same as you, but my brother sent me the 50 bucks directly to my paypal account, so rip me.

$24000 is chump change for a company like paypal, just a very cheap way to get some free advertising I think. Hoping it backfires as people make purchases and wonder where their $5.00 is. Like me. I'm gonna go out my way to tell everyone how aweful PayPal customer service is now, it's vitually impossible to get through to a human. God help you if you need to resolve a serious issue in a hurry.

There were a lot of people unable to purchase things yesterday when the sale started and through the evening due to the horrific server performance of the store. A few lucky people who were still trying to shop after midnight were probably the ones that managed to snap up the voucher deal. PayPal deals like this are a waste of time and are just more hassle than they are worth. It should have been the first X amount of users who applied the deal to their wallet rather than the ones who were fortunate enough to shop through the night when the store wasn't borked.

Embarrassing all round from both Valve and PayPal really.

Well done PayPal. Within an hour of the sale going live, you exhaust your offer, which was horribly undersized and underestimated.

You'd really think a company as big as PayPal would be better equipped to deal with the biggest selling event of Steam's calendar.
Well, I put a request in to get Dishonored 2 refunded as I only added that to my Xcom 2 purchase to hit the £20 amount to trigger the cash back offer from paypal. As they had removed the offer (apparently 12mins before my purcahse). I tried making the purchase 2-3 times lastnight but servers were sooooo slow it was impossible and when I added one item to basket, by the time it allowed me to add the other item had dissapeared and then everthing changed from £ to $ for some unknown reason. Thanks Steam, you refuse to invest in renting bigger servers for the summer sale ever year and have the same issue ever single year since the summer sales started. Well done!

I halted my purchase due to the offer being withdrawn.
I thought I had til 5th July.
How many others didn't hit the buy button because of this?
