How to a send a gift to a new user?

I want to gift a game to a friend that just signed up - but his name doesn't show up anywhere? I have even used my computer to log into his account but I cannot gift him anything.??

You should not be signing into their account.
They are the only one who should ever have access to their account.

from what i know they need to spend 5$ or something like that before they can do stuff like friends and gifts and play online

He has to be on your friends list for 3 days to receive gifts.

Exchange profile URLs. Have them send you their profile URL via eMail, WhatsApp or whatever else you prefer. Look, here's mine: steamcommunity.com/id/reboot
Add them, then you'll be able to send gifts easily.

The message on his profile should give you a clue why you can`t gift him anything:

This user has not yet set up their Steam Community profile.
If you know them, encourage him/her to set up their profile and join in on the gaming!
