1) Steam-Client Settings:
At the top left corner go to "Steam" then hit "Settings". In the popup you go to the tab "Library" and in there you can't miss the checkbox for Community-Content
2) Steam Community Settings:
In the top right corner click your Name and hit "Account Details" in the drop-down menu. In the new page hit the tab "Preferences" and in there you will see tons of store and community adjustments that might help you out
Of course both methods only help you out as long as your child does not find such settings him- / herself but it is a start. For further restrictions take a look at this article:

Family View lets you restrict many things from Games that should or should not be avaliable to your child way to what community feature should be accessible such as the community itself, the shop and so on and so forth. You can even lend this "Family View" thingy to your very own account if you and your child use the same account together. This feature gets (de)activated via entering a PIN chosen by the owner
Top left corner of the screen: select steam -> settings -> library -> disable community content.
