Why Do Pre-Orders Not Give Steam Points?
This was a really odd decision. Do we get the points after the game releases or are they just non-existent if you pre-order?

Probably not till the game is released as the sale isn't complete yet. You've paid your money, but delivery of the product hasn't happened yet.

Pre-orders also don't count toward acquiring trading cards for the Summer Sale. When you put a pre-order game in your cart you get the following message.

Note: Pre-purchase items are not eligible for Summer Road Trip Trading Card rewards. The following items will not earn trading card rewards:

I'm about to be pre-ordering Cyberpunk 2077. I was at the cart and it said ineligible for points, as what the other member said. Also, I'm not sure Steam Wallet matters, as I got points for making purchases through the Steam Wallet before when I bought other games.

For example: Imagine buying a preorder, getting the Steam points, spending them and then three months down the road refund the preorder.

Valve clearly want to avoid as many rollbacks and people going into negative balances so only cleared funds spent count whereby the purchases are fixed.

It's also possible that if you award points and go over the two hour refund limit, that may completely dent your refund chances.

Wait, there is no info about points during checkout. All I can see is this:

Note: Pre-purchase items are not eligible for Summer Road Trip Trading Card rewards. The following items will not earn trading card rewards:
Cyberpunk 2077

So do I get Steam points for preorder or not?

Not on pre-orders as you can refund those at any time prior to release. I'd say once the game is released, players will get their full points entitlement.

This does not make any sense because:

What happens to my Steam Points when I refund a game?
When you refund a game, the points you gained from that purchase will be deducted from your account. If that causes your Points balance to go negative, we'll also remove the most recent items and Community Awards (and related tips) you've used points for, until your balance is no longer negative.

So this could be very easy applied to preorders aswell.

Yes but some games may be in pre-order status for months whereby points are spent all over the place. Valve are trying to minimise the amount of rollbacks. This is why users awarded points by other members have to wait 14 days minimum.

I could pre-order £5000 worth of games, award all my friends millions of points and then do a refund on all my pre-orders which could result in over tens of thousands of rollbacks on items, awards and other stuff attributed to points. Last thing Valve want is 50,000,000 rollbacks a day.
