It gets mentioned by Steam if you give out an award but not when you receive it.

That is most likely to prevent problems with refunds. If someone buys a game, gets points for it then awards a badge and later refunds the purchase the points get deleted too as would the badge and the 100 points the recipient got.
But at that point he may have already spend the 100 points so that would need to be refunded too and so on.
So, you only get the 100 points after 14 days when the refund limit expired.
