Animated Background Artwork

I can't find any of the animated backgrounds on steam tools or steam design and I'm wondering what it'll take make the background artwork effect for these new animated backgrounds.

If you open a Chrome tab and right click the background you either just save it or open it in a new tab and download it.

you will have to actually use the guide to make long images when uploading the artwork.
