That decision doesn't takes into consideration games that are on players wishlist. I might buy games from my wishlist that I was holding for an occassion like that.
Besides, Steam users can browse emoticons from games they don't own without filters, so I don't understand why filter has to be limited like that.
In my opinion Valve didn't think that decision through very well.
The page does make it seem like we can only get backgrounds and emoticons for games we own, but that doesn't seem to actually be the case as I'm getting the option to buy backgrounds/emoticons for games I don't own on the "Items From Games" page.
Now, most of them are games that I, during a Spring Cleaning Event, downloaded in order to get/upgrade the badge, so I understand why they're there, but I'm also getting the option to buy backgrounds/emoticons for The Witcher 3 and I know for a fact that I've never downloaded that game.
I'm also not getting the option to buy backgrounds/emoticons for some games I do own, they don't show up while scrolling through the options nor do they show up when I try using the search to find them (and, yes, these games do have trading cards, so they have available backgrounds/emoticons that I should be able to buy with points.)
And that's just talking about the "Items From Games" page, the plan "Backgrounds" and "Emoticons" pages give me the option to buy backgrounds/emoticons from lots of games I don't own nor have ever downloaded, yet I still can only filter/search for backgrounds/emoticons from games I own.
That's why that page needs filter option for unowned games, lol. I'm not gonna scroll through so many emoticones, only to search for games I might consider buying, that were on my wishlist before.
