As for your specific example you have to realise in Japan PC gaming is a niche market and they just don't bother making ports for it (and on the occasions they do they are rarely well made). Consoles and handhelds are the kings there and Playstation and Nintendo get preferred treatment over there for games being made for them because they are Japanese companies and they have a big market without having to worry about adapting things for international markets.
I wish there was a port for Eye's Of Heaven tbh, I would love to go on their forums and talk about it and hope Capcom would do it but they prob wouldn't do it, I hope they do end up doing it though
I think it's same for Kingdom Hearts. Even if Square Enix wanted to port to PC they can't unless Disney gives them the permission.

Capcom won't do it because it is not a Capcom game.
I wuld like JoJo All Star Battle if only they improved a lot the arcade mode. The gameplay in All Star Battle was more fun and satisfying, but every game mode was messed up for various reasons.
Main campaign in Eyes of Heaven is much better but the gameplay itself is quite boring...

I mean I would be fine with GoG too but I'm sure it will not be released on GoG.
JoJo on PS3/PS4 focuses more on fanservice than the actual game, especially Eyes Of Heaven.
Or if we could get the team behind Yakuza games to make a JoJo game, then I'd buy every ♥♥♥♥♥♥♥♥ version of it.
Fanservice is ok for me, if I buy a tie in game I expect mostly fanservice, as long as the game is decent enough it's fine for me.
My problems with Eyes of heaven are two:
1) its genre. A mix between action and fighting like that is too generic and it is less interesting than both true fighting games and true action games. Also I don't like being forced to use two different characters. I want a more straightforward gameplay, if they want to put an additional mode with team fighting, fine, but it should not be the only option imo. I don't like to control a team very much. I always feel that it makes the gameplay more shallow and boring.
2) "poor" graphics (compared to All stars battle). Because the genre is different, stages are bigger and more complex (no fixed camera, you can go wherever you want and so on) and in Japan this game was released on PS3 too, which means that graphics had to be on par with the PS3 capabilities, and because of that (and maybe for gameplay reasons too, to make the action on screen easier to follow) graphics were definitely dumbed down and less rich (and less exciting of course) than the previous game.
My problem with All stars battle is only one: every game mode sucked. Arcade mode was horribly rushed, Story mode was awful and made the plot of every part after part 2 seem boring and stupid, and there were even errors (that game said that Jotaro discovered that there was a killer in Morioh because telling about when Rohan and Koichi met Reimi would have been too much text... :/ ), and the only mode that could have been satisfying enough was ruined because it forced you to be online for no real reason (you never actually played against other real people).
Oh and I didn't like too much all the very important and iconic characters that had to be bought as dlcs....
But honestly I think that this game had a very high potential.
With a polished arcade mode (with at least a satisfying ending for each character) and every character available without the need of dlcs would be a masterpiece imo.
