The only items that might give some people a limited advantage are alternate weapon for a given slot, which are generally well-balanced but obviously depend on the user's skill level in various ways. Also, they're cheap, and can easily be gotten for free; the expensive items are the cosmetics. (And arguably, if you're accounting for things like cover, unusual hat effects might have the effect of giving away someone's position more easily, which would be more like a debuff.)
What items are you thinking of, that are "expensive items" that can "give you buffs"?
Anyway, personally I favor TF2 over CS:GO because I don't like competitive play and I enjoy TF2's silliness.
Play csgo.
If you want a battle royale game, compare them to each other.
Stock items are excellent and you can fight fine them.
