Not possible in the same way as the old UI, where it automatically would select them on rotation.

You can, however, set one as a custom background.

Right click on the background of a game in your library and select " Set Custom Background".
You can use any image file.

Of course if they are made for the exact format/resolution it looks better.
But you can just use screenshots if you like that.

No, why would you? Its different then before and it took me a while to find that option myself.

Also if you are looking for cool custom backgrounds and logos, this website collect user made ones that are the correct size/resolution for Steam:
