Valve has no influence on the prices of a third-party product.
As said, publishers set the prices. It's their game, they decide how much money they want for them. And quite some publishers keep prices of older titles higher, so you choose more easily to buy the newest version.
R6 is normally priced at £16.99 (UK) on both Steam and Epic.
R6 is currently 60% off on Epic for £6.99 due to the SALE.
SALE been the clue for the price difference.

Partners on Steam are responsible for setting and managing pricing for their products.
Epic doesn't counrt, though -- they don't sell Steam keys.

Reality:
Not Steams fault.
You don't like the price wait for a sale or don't buy it at all, problem solved.
Different platforms may or may not have legitimate keys, a site was recently exposed as more than aware a large majority of their keys are stolen and being sold by users, and failing to act upon this information. Since Steam is also very popular, a developer/publisher might charge more since it's a highly convenient distribution service.
Not Steams fault nor problem
Using only feelings doesn't make anything you think true whatsoever. Got a problem with the price? Message the Developer/Publisher.

Yes, yes it is Fair - buyers can choose to or not to buy something, and have the patience to wait for a sale.
Attempting to create outrage where none should be since it's easy to spread misinformation/disinformation on the internet and make people follow your personal beliefs is why there's so many people that even have thoughts as you do; too many people just blame, point fingers, fail to understand or comprehend the basics especially when the overall issue is themselves and their lack of patience. Don't blame Steam or the Devs if you don't want to wait for a sale.
Also don't blame Steam for the pricing - that's like blaming the building owners of a shopping centre if the sports shop is charging more than eBay for some branded jogging bottoms.
They do have "recommendations".
They put a game on sale on just one site, and “loyalists” to certain gaming sales sites buy it at a higher price to prove they hate the other sites.
