Report a translation problem
This came up while trying to play jackbox games at someone's house. I own the game on my steam but they don't have steam. I didn't want to download steam on their machines but would have loved to be able to log into steam and remotely play through google chrome.
They must have the Valve mobile app or the Steam client for it to work.
There is no other way.
You can remote download using both.
Because there is no reason. Just like there was no reason for you to necro this thread.
I tried it out about 18 months ago and back then it performed significantly worse than Steam remote play, though it has probably improved since then.
