COVID mainly delays shipping and delivery but it can also delay the manufacturing.
Valve never expected that many orders in the first few years of release of the Index which. So they just have a small factory to handle a huge workload. Thats where those 8 weeks of delay came from. Plus they are not creating Indexes one by one and ship them one by one. They make huge batches and as soon as they hit a significant amount they ship them regionwise in order to save money on that bit.

It is that typical "I don't have it because [what ever reason] so it must be ♥♥♥♥" mindset. Index is currently the best VR hardware on the market. Sure the price / power ratio is worse than for example on the Occulus Quest but the money overhead definately delivers.
Can't tell really but probably. Because both factories and warehouses of Valve are settled in USA with a few external warehouses in Netherlands afaik but the initial shipping (if not coming from stock which is not the case on those 8 weeks delayed ones) comes from USA which therefore could lead to COVID depending delays on shipping between USA and UK or even worse USA -> EU -> UK
Seriously though I want to enjoy Alyx as Valve intended, with their Index and besides my CV1 is a bit long in the tooth now.
You Gotta wait for the next collaboration with the chinese governement
