Mount & Blade 2: Bannerlord Download Problems

I bought Bannerlord on the 9th of May and it's still not downloaded for two reasons.
1. My internet is horribly slow, around 170 KB/s in downloads at its peak.
2. Every time my PC restarts or Steam closes fully, the download restarts from 0/31.6 GB.

The folder within "common" is like 50 GB and the folder within "downloading" is about the same size. So why is the game saying there's nothing downloaded and starting from nothing every time?
