you appear to not understand what delete and uninstall mean. permanent delete would be a full nuking of the game FROM THE ACCOUNT requiring you to rebuy the game if you want to play it again.

Permanently deleting a game from your account will NOT free up more space than UNINSTALLING the game from your computer.
If a game is UNINSTALLED then you have freed up basically all the space you can.
Permanently deleting a game from your Steam account does NOT free up additional space on your own personal hard drive.
That is where you are having space issues. Your computer hard drive is too full. You must delete things from your computer so you have space to install your new game.
Do you know how large your computer hard drive is??
I'd try to give the OP the benefit of a doubt...some people aren't as knowledgeable when it comes to technology.
To the OP...to put it simply, games being in your Steam account are NOT taking up space on your computer's harddrive. If they are not installed, they are not taking up any space. They only take up space if they are installed. They are tied to your account so you can re-install them whenever you want.
With that said, like someone else already said, you need to free up space by removing other things from your drive. Other games that ARE installed can be uninstalled if you don't plan on playing them anymore, or any other programs you aren't using as well as large files.
