Where are the global controller settings? How can I disable gamepad settings per game without disabling steam configuration support?
The interface refers to a global setting, but if it is truly a global setting then surely there are settings for both per game and non-steam games?

Also, why is that everytime I try to submit a Template for a disabled controller it gets reset to default? Actually why is it not there in the first place?

Why does this have to be tied to big picture even though the two are independent on the surface?

Steam client top left click on Steam, click on settings, click on controller, the first button should be the controller support to enable, and disable, just check the boxes that apply to you, or uncheck the boxes, you don't need to edit the button layouts at all.

For doing this for individual games, to enable, or disable controller support from Steam, go into big picture mode, view game, click manage, and should be option to enable, force, or disable controller support feature.

I hope the folks at Valve see my feedback that we should have these options outside of big picture in additionj to inside of it!

They are. To disable the input maper per-game, right-click the game in your Steam library.
