I'm pretty sure you are right there, it's probably paypal just trying their tricks to make me add a creditcard as they just want all the info they can get...still, pretty annoying as i wanted to buy this game so **** much!
Then have the other person decline the money. PayPal should then place the money on your PayPal account (which then can be used instantly) instead of sending it back to the bank. Just mind the fees.
At least that's what I did 2 or 3 times back in the day. Don't know if that still works.
They seem to have a paranoid algorithm that doesn't like virtual goods being bought, so you can't pay directly from your bank account a few times to prevent fraud
