They are meaning the steam client it self not in games.
it's hard to believe there's tearing in the client?
Yes awhile ago after an update to steam there was tearing in the client but they fixed it in a patch cause i'm not having that problem anymore after they fixed it but i guess alot of people are still having that bug.
The Steam client uses all kinds of hardware acceleration like Direct Write which is part of the D3D API. Tearing is very possible without Vsync enabled.
