Screen tearing only on Steam?
Like title says, when I scroll down, I get like a screen tear effect, like you do in games, but only happening on steam. I even did a complete clean install of my GPU drivers, and still didn't fix it. Must be a steam bug?

Are you on a laptop or otherwise have a dual GPU card (Intel plus Nvidia for example)? If so force it over to the Nvidia card not the Intel one and see if that helps.

turning down the graphics and video settings in game generally helps with tearing.

They are meaning the steam client it self not in games.

Yes awhile ago after an update to steam there was tearing in the client but they fixed it in a patch cause i'm not having that problem anymore after they fixed it but i guess alot of people are still having that bug.

The Steam client uses all kinds of hardware acceleration like Direct Write which is part of the D3D API. Tearing is very possible without Vsync enabled.

I'm still using a DX 11 GPU and I haven't got any tearing on any game or in the client.
Most likely not. It is probably something to do with your computer and its setup. A quick google search can also help
