form w8 is for non americans who can be exempt from the taxes because they generally pay their own taxes.
if you are selling something in the usa then it needs to be done otherwise they cant legally sell it since the actual seller (steam, game developer, whoever) dont know where the taxes should go. this leaves them in a tricky spot. so they typically require this information beforehand.
its pretty routine. the w8 is definitely the form for you if you want to sell items that may or may not be sold in america and that may or may not be taxable there due to your own individual tax situation.
in addition, if i were you id suggest maybe talking to someone in your own country who can also explain your own tax laws to you in regards to this.
You need to elaborate. Your saying your trying to sell skins but your posting the policy for selling a game.
If selling skins you earned in game in the market there is no tax information required.
