Given it impacts Steam and its users directly, I figured it was more prudent to alert Steam and the people here instead. Steam is in a far better position to talk to Citrix as a company than I am as an individual, and I wanted to save others the hassle of banging their heads against the wall in general, solution or not.
My point is that it's an issue Steam needs to be aware of, and do something about. It's also something Steam users need to be aware of given how many of us there are working remotely at the moment. Y'know, to stave off that tech support and forum screaming a bit?
Ive been using Citrix almost as long as Steam and its never caused an issue with any game Ive played.
1. Make sure to goto settings and turn off Citrix at start up. Basically when you boot dont let it boot at start up.
2. Never have Citrix running if you are playing a game. Even when you log out it will still be running in the background. Simply right click in the bottom right of the screen, select citrix icon, and close.
Citrix is like a cancer and equivalent to a MS "update"
