D-pad not working on wired switch pro controller

I have a wired switch pro controller connected to my PC via USB. Steam recognizes it as a switch pro controller and it works in my games (ex: GTA V). But, it does not recognize when I press L, R, or D on the D-pad. Only up. A few things to note:

- This UP-only functionality is the case both within the game and big picture steam menu
- I own two of these controllers, both do this when I plug them in
- If I try to use an emulator program like X360ce, they recognize when I press L, R, or D on the D-pad when configuring the controller.

Does anyone have help why Steam wont recognize the D, L, R buttons on the D-pad?
